The Clara Vista Continuum (shown below) is the unique way we empower communities to control their own development. Before we engage in any activity, we first identify a group of local leaders to be decision-makers for their community. We work with leaders to continuously create and implement community action plans.

Clara Vista helps rural communities come up with a tangible plan to achieve their vision. In the midst of rapid rural development, it’s important that communities develop a strong vision for their future so they can stand up for it. This process involves extensive community participation to conduct a baseline community appraisal, verify data, and prioritize needs.
